Saskatchewan PAL: How to Get a Provincial Attestation Letter for Saskatchewan

Heading to the University of Saskatchewan, University of Regina.

, Saskatchewan Polytechnic or another Saskatchewan school? Most international students need a Saskatchewan Provincial Attestation Letter (PAL) before IRCC will process their study permit application.

Saskatchewan runs one of Canada’s most automated PAL systems — here’s how it works.

How to get a Saskatchewan PAL: step by step

  1. Get accepted by a Saskatchewan DLI. You need a valid Letter of Acceptance first.
  2. Accept your offer and pay the required tuition deposit. Your school won’t request a PAL until your seat is confirmed and the deposit is posted.
  3. Your school requests the PAL from the Saskatchewan government through its automated processing system. You don’t apply to the province yourself.
  4. Watch for an email from MyCreds. Saskatchewan issues PALs through MyCreds — Canada’s national digital credential wallet. You’ll get an email (from an @mycreds.ca address) with instructions to create your wallet and download your letter.
  5. Include the PAL with your study permit application to IRCC. Without it, your application is incomplete and will be refused.

How long does a Saskatchewan PAL take?

The automated system is designed to be quick, but timing still depends on your school submitting the request and their current volume. Allow 1–2 weeks after your deposit posts, and ask your school’s international office for its current estimate.

Do you need a PAL to study in Saskatchewan?

Most undergraduate, college, and non-degree post-secondary applicants do. From January 1, 2026, master’s and doctoral students at public DLIs are again exempt from the PAL requirement. For the full exemption list, see our guide on who needs a PAL for Canada in 2026.

Saskatchewan PAL FAQs

What is MyCreds?
MyCreds is Canada’s national digital wallet for academic credentials — transcripts, letters, and in Saskatchewan’s case, your PAL. Check your spam folder if you don’t see the email.

Can I get more than one PAL?
No — one PAL per student, even with multiple acceptances.

Who do I contact with PAL questions?
Your school’s international student office or registrar. The province works through DLIs.

Does a PAL guarantee my study permit?
No. It confirms your place under Saskatchewan’s allocation; IRCC still assesses your full application.

Refused and reapplying? You’ll need a new PAL — see what to do after a study permit refusal.
